Join us for Lessons from Transformational Leaders, the 2021 William Donald Schaefer Memorial Conference and Awards Ceremony.

The annual William Donald Schaefer Policy Conference and Award Ceremony, hosted by the Schaefer Center of Public Policy at the University of Baltimore, honors the 50-year public service legacy of William Donald Schaefer with a conference and with the presentation of the William Donald Schaefer Award.

Join us as we explore the traits of legendary, transformational leaders and discuss how these traits can be cultivated in public sector leaders on November 2, 2021 – William Donald Schaefer’s 100th Birthday. The conference will feature keynote speaker Shanaysha M. Sauls, President and CEO Baltimore Community Foundation, for the first session. The second session features a conversation with Tom Murphy, former Pittsburgh Mayor and Senior Fellow at the Urban Land Institute, who will share his insights on the Pittsburgh Transformation. The last panel of the day will feature a panel with Nancy Kopp, Treasurer, State of Maryland; Mary Ann Scully, Chairman and Chief Executive Officer, Howard Bank; and Mohan Suntha, President and CEO, University of Maryland Medical System.

The conference will conclude with the presentation of the 2020 William Donald Schaefer Award to Sister Helen Amos, Executive Chair, Board of Trustees, Mercy Hospital

About the William Donald Schaefer Award: Annually, the Schaefer Center for Public Policy presents the William Donald Schaefer Award to a public official who embodies William Donald Schaefer’s spirit of caring and commitment to the people of Baltimore and Maryland. The first four recipients of the award were Maryland Congressman Elijah Cummings (2015), Dr. Nancy Grasmick (2016), former Maryland State Superintendent of Schools, the Honorable Carolyn Colvin (2017) former Acting Commissioner, Social Security Administration, and Senator Paul Sarbanes (2018).

The Schaefer Center for Public Policy is the public service and applied research arm of The University’s College of Public Affairs. The Center is a non-partisan organization that leverages the expertise of the university community in its work to:
  • Inform decision makers through applied research and program evaluation;
  • Develop public servants through its professional development program;
  • Promote public discourse through policy analysis and conferences; and
  • Grow future leaders through applied learning activities for students.
The Center provides unbiased, non-partisan research to help leaders and policy makers in the public and nonprofit sectors of the Baltimore metropolitan area, Maryland, and beyond better manage resources and programs. Through its professional development and training programs, the Center enhances the capability of Maryland’s public sector workforce. It provides opportunities for faculty members to engage in real-world research, better serve the community, enhance their classroom instruction, and share what they learn with the broader academic community through scholarly publications and conferences. Through fellowships, the Center provides graduate students with opportunities to gain experience solving real-world problems for clients that expand their learning outside of the classroom and allows them to apply what they learn in the classroom to real-world challenges. Finally, the Center informs the public and policy makers about important issues of the day through self-directed policy research and conferences.
The William Donald Schaefer Award honors the legacy of former Governor, Comptroller, and Mayor William Donald Schaefer, and celebrates the contributions of the honoree to effective government and lifelong commitment and service to the well-being of the citizens of Maryland. The award is designed to honor lifetime achievement.

Shanaysha Sauls

Shanaysha Sauls serves as President and CEO of the Baltimore Community Foundation. She was appointed in February 2018 and is the first woman and person of color to lead the organization. In her role, Shanaysha leads the strategic direction and efforts to set the organization on a path for growth and success for the betterment of the Baltimore region.

Over the last twenty years in Baltimore, she has served in a number of community roles. She co-founded one of Baltimore’s first wholly new charter school and served as the first treasurer of a nonprofit focused on advocating on behalf of family-friendly community development in downtown Baltimore neighborhoods. In addition, Shanaysha formerly served as chair of the Baltimore City Board of School Commissioners and was a member of the Executive Committee of the Council of the Great City Schools, the nation’s leading advocacy and research organization for school districts in major U.S. cities.

She graduated Phi Beta Kappa from the University of Maryland, College Park and later earned her Master’s degree and Ph.D. from Duke University. Shanaysha currently serves on the boards of Mission Investors Exchange, The Center Club, Healthy Neighborhoods and the Central Maryland Transportation Alliance. She lives in Baltimore, is married and has three teenagers, two cats and a dog.

Beverly Burke

Beverly Burke is an award-winning television news anchor, with over 40 years of experience in commercial television and radio. She has received numerous awards and citations including the state of Maryland, the EPA, CIA, Pope AFB. She is a past member of the National Association of Black Journalists Chesapeake Associated Press, Screen Actors Guild, and the Board of Trustees of Loyola University Maryland.

Ms. Burke was the first woman and African American 6 p.m. news anchor at WTVD in Durham, NC. She hosted public affairs programs at WKBW TV in Buffalo, NY and WTVD TV in Durham, NC. In 1984 she replaced Oprah Winfrey as co-host of 'People are Talking ' and as News Anchor/Reporter at WJZ in Baltimore MD. She was ranked #1 at 6 p.m. at WMAR TV in Baltimore, MD where was a news anchor.

Ms. Burke was the first African American hired by CBS to anchor early evening news in Los Angeles, CA. She covered the OJ Simpson trial and conducted an exclusive 1st juror interview. Her screen credits as actor include the movie 'Se7en' and 'Homicide Life on the Streets'. For five years she was the host for USA-Today Scholarship Awards Milk Mustache of the Year at Disney’s Orlando Sports Complex in Orlando, FL. She was ranked #1 at 4 p.m. as News Anchor at WUSA TV in Washington, DC. Ms. Burke was contracted by Homeland Security for Prince Georges County, MD police, fire and mental health departments to script, direct and edit 3 public training videos She hosted her own national LIVE program on XM Satellite Radio Washington DC 'For Heaven’s Sake'. She has also had Emmy Nominated Entertainment Segments and won the AP 2013 Award for Outstanding Public Affairs Program or Series while at WEAA for her special on South Africa’s Nelson Mandela.

Tom Murphy
Former Mayor Pittsburgh and Senior Fellow, Urban Land Institute

Tom Murphy, ULI Canizaro/Klingbeil Families Chair for Urban Development, has been a senior resident fellow at the Urban Land Institute since 2006.

A former mayor of Pittsburgh, his extensive experience in urban revitalization—what drives investment, what ensures long-lasting commitment—has been a key addition to the senior resident fellows’ areas of expertise. Murphy also serves on the Advisory Board of ULI’s Rose Center for Public Leadership in Land Use.

In 2011 he wrote Building on Innovation, a ULI report discussing the economic impact universities and hospitals have on local economies and providing detailed strategies to shape a successful 21st-century city based on a private/public/university partnership.

Since joining ULI, Murphy has served on many Advisory Services panels, including panels in Moscow and Hong Kong, as well as Baltimore, Chicago, and other U.S. cities. Additionally, Murphy served as ULI’s Gulf Coast liaison, helping coordinate with the leadership of New Orleans and the public the rebuilding recommendations made by a ULI Advisory Services panel held shortly after Hurricane Katrina. He also worked on rebuilding strategies with leaders in the Gulf Coast areas of Mississippi and Alabama in the wake of Katrina.

Murphy has represented ULI in a number of cities, from Baton Rouge to Baltimore, helping them shape a revitalization strategy. He is a frequent speaker at ULI gatherings and other events.

Before joining ULI, Murphy served three terms as mayor of Pittsburgh, from January 1994 through December 2005. During that time, he initiated a public/private partnership strategy that leveraged more than $4.5 billion in economic development in the city. Murphy led efforts to secure and oversee $1 billion in funding for the development of two professional sports facilities, and a new convention center that is the largest certified green building in the United States. He developed strategic partnerships to transform more than 1,000 acres of blighted, abandoned industrial properties into new commercial, residential, retail, and public uses, and he oversaw the development of more than 25 miles of new riverfront trails and parks.

From 1979 through 1993, Murphy served eight terms in the Pennsylvania House of Representatives. He focused his legislative activities on changing western Pennsylvania’s economy from industrial to entrepreneurial, and wrote legislation requiring state pension funds to invest in venture capital firms. In addition, he wrote legislation to create the Ben Franklin Technology Partnership, now over 25 years old, which is dedicated to advancing Pennsylvania’s focus on early-stage startup businesses and the commercialization of cutting-edge technologies.

Murphy served in the Peace Corps in Paraguay from 1970 to 1972. He is a 1993 graduate of the New Mayors Program offered by Harvard University’s Kennedy School. He holds a Master of Science degree in urban studies from Hunter College and a Bachelor of Science degree in biology and chemistry from John Carroll University.

He is an honorary member of the American Society of Landscape Architects; a board member of Harmony Development Inc. of New Orleans; president of the board of the Wild Waterways Conservancy of Pennsylvania; and a board member of Mountain Lake Inc. of Virginia.

The Honorable Nancy Kopp
Treasurer, State of Maryland

Elected in February 2002, and re-elected to full four-year terms in 2003, 2007, 2011, 2015, and 2019, Nancy K. Kopp is the 23rd Maryland State Treasurer since the adoption of the Constitution of 1851. She is the second woman ever to serve as Maryland's State Treasurer and is presently the only woman serving Maryland in a Constitutional Office. In addition to her responsibilities for managing the Office of State Treasurer, as a Constitutional Officer and a representative of the General Assembly, the Treasurer serves on a number of key State Boards and financial planning committees.

Treasurer Kopp chairs both the Capital Debt Affordability Committee and the Commission on State Debt and is a member of Maryland's Board of Revenue Estimates. She is the chief representative of the State dealing with financial rating agencies and investment banking firms. The Treasurer also serves as Chair of both the Board of Trustees of the Maryland State Retirement and Pension Systems and the Maryland 529 College Savings Board, and is a member of the Maryland Supplemental Retirement Board, the Maryland Health and Higher Education Financing Authority, the Maryland Agricultural Land Preservation Foundation Board, the Hall of Records Commission, the Maryland Small Business Retirement Savings Board, the Financial Education and Capability Commission, the Procurement Improvement Council, the Maryland Commission on Climate Change, and the Coast Smart Council. Unique among the Treasurer's responsibilities is her position on the Board of Public Works with the Governor and the Comptroller of the State. This Board oversees a substantial portion of the procurement contracts of the State.

Treasurer Kopp represented the Bethesda area in the Maryland House of Delegates for 27 years prior to her election as Treasurer. As a member of the House of Delegates, Treasurer Kopp chaired the Joint Committee on Spending Affordability, as well as the Appropriations Subcommittee on Education and Economic Development. She also served on the Capital Budget Subcommittee, the Subcommittee on Pensions, and the Joint Committee on Budget and Audit, and, at various times, as Deputy Majority Leader and Speaker Pro Tem. During her legislative career, Treasurer Kopp was named by her colleagues as the most effective woman legislator and one of the ten most effective members of the House of Delegates.

Treasurer Kopp has been active in numerous national, regional, and state organizations and boards during her career, primarily focused on finance, education, and fiscal matters. Appointed by President Clinton to the National Assessment Governing Board, Treasurer Kopp also served as Treasurer of the Southern Regional Education Board, chairing its Commission on Educational Quality. She served on the Executive Committee of the National Conference of State Legislatures, chairing its Assembly on Legislative Issues and Committees on Federal Budget Issues, State Fiscal Issues, and Capital Budgeting Procedures. Treasurer Kopp also was ViceChair of the National Commission on State and Local Budget and Finance Procedures and served as President of the National Association of State Auditors, Comptrollers and Treasurers. A former Trustee of the Financial Accounting Foundation, Treasurer Kopp currently serves on the National Association of State Auditors, Comptrollers and Treasurers' Membership Committee and Financial Management and Intergovernmental Affairs Committee.

A graduate of Wellesley College, Treasurer Kopp holds a master's degree in Government from the University of Chicago. In 2012, Treasurer Kopp was inducted into the Maryland Women's Hall of Fame and, in 2015, received the Wellesley College Alumnae Achievement Award, the highest honor given to alumnae for excellence and distinction in their fields of endeavor. Treasurer Kopp and her husband, Robert Kopp, live in Bethesda and have two adult children and three grandchildren.

Mary Ann Scully
Chairman and Chief Executive Officer, Howard Bank

Mary Ann Scully is the Chief Executive Officer of Howard Bank and is Chairperson of its board of directors. A lifelong banker with more than 40 years of varied executive experiences in the Maryland marketplace, Mary Ann led teams responsible for both Howard Bank’s organic growth and repeated strategic acquisitions that have created the Greater Baltimore region’s largest locally headquartered banking company and Maryland’s third-largest locally headquartered bank with more than $2 billion in assets.

Mary Ann is a trustee of the Enoch Pratt Library, Loyola University of Maryland, Mount St Joseph College high school, and serves as Vice-Chair of the Greater Baltimore Committee. She is also a trustee for the Community Foundation of Howard County Real Estate Board and the Inner Arbor Trust. She is a past president of the board of Catholic Charities, past chair of The Community Foundation of Howard County, and past chair of the Maryland Bankers Association, as well as a past board member of the Baltimore Federal Reserve and served as a Community Advisory board member for the FDIC. She also was a member of the Maryland Economic Development and Business Climate Commission. She is a 2007 graduate of Leadership Maryland.

Mary Ann has been recognized publicly for her achievements in business and for her works in the community. In 2021, Mary Ann was listed as #14 in the Daily Record’s inaugural Power 100. In 2020, Mary Ann was inducted into the Business and Civic Hall of fame by the Baltimore Sun, and in 2018, she received the Industrialist of the Year award from the Baltimore Museum of Industry. She was an EY regional entrepreneur winner in 2017 and was recognized as one of the Power 10 in greater Baltimore by the Baltimore Business Journal. She was named one of the Top 25 Women to Watch in Banking by American Banker newspaper in 2016 and 2017. In 2012, 2015, and 2016 she was named a Most Admired CEO and was a winner of a 2012 Trailblazer Award presented by the Baltimore Center Club. In 2008, 2012, and 2016 Mary Ann was named an Influential Marylander by The Daily Record, and in 2002, 2005, and 2007, she was recognized as one of Maryland’s Top 100 Women by the newspaper. She has been recognized as the Howard County Good Scout, Baltimore County Distinguished Citizen Awardee, a Baltimore City Whitney Young Service awardee, and a Distinguished Woman by Girls Scouts of Central Maryland. She is a Loyola University Alumni laureate and a Seton Hill University Distinguished Alumna.

Mohan Suntha MD, MBA
President and CEO, University of Maryland Medical System

In November 2019, Dr. Mohan Suntha was selected as President and Chief Executive Officer of the University of Maryland Medical System (UMMS), a nationally recognized academic health system that employs 28,000 people across the state of Maryland at more than 150 locations, including a network of academic, community and specialty hospitals.

Prior to his role as President and CEO of UMMS, Dr. Suntha served as President and Chief Executive Officer of the University of Maryland Medical Center (UMMC). Founded in 1823 as the Baltimore Infirmary, UMMC is one of the nation's oldest academic medical centers, which provides a full range of discovery-based health care services to Baltimore City, Maryland, the region and beyond. As the flagship academic medical center of UMMS, UMMC focuses on the delivery of exceptional, high-value care, serving as a referral center for the most time sensitive, critically ill and injured patients. In partnership with the University of Maryland School of Medicine (SOM), UMMC is committed to its tripartite mission of delivering superior care, training the next generation of health care professionals and serving as an anchor institution to the people of Baltimore to advance community health, wellness and workforce development.

Dr. Suntha also served as President and CEO of the University of Maryland St. Joseph Medical Center from 2012 – 2016, where he worked to rebuild trust and alignment between the medical staff, employees and administration and led the organization from a loss of $72 million in FY13 to a position of profitability in FY16. Building on an established culture of safe, high quality, compassionate care, the hospital’s turnaround surpassed all expectations.

Dr. Suntha has spent his entire career with UMMS and the University of Maryland SOM. He trained as a resident in the Department of Radiation Oncology in 1991 and joined the faculty in 1995 where he developed a national reputation for the management of head and neck and thoracic malignancies. Dr. Suntha quickly rose through the ranks and was named the Vice Chair of the Department of Radiation Oncology in 1997. In 2008, Dr. Suntha became a tenured professor and was awarded the inaugural Marlene and Stewart Greenebaum endowed Professor of Radiation Oncology.

From 2009 to 2012, Dr. Suntha served as Vice President for System Program Development at UMMS. Dr. Suntha has maintained faculty and clinical appointments throughout his administrative roles.

Dr. Suntha is a member of the American College of Radiation Oncology and the American Society for Therapeutic Radiology and Oncology. He received his MD from Jefferson Medical College, his MBA from the Wharton School of Business at the University of Pennsylvania and his BA from Brown University.
